Введение: в статье предложен теоретико-методологический инструментарий для осмысления конструкции понятия внутренняя безопасность и анализа соотношения внутренней, общественной и государственной безопасности. Проблема концептуализации понятия «внутренняя безопасность» заключается в его многогранности, динамичности и сложности определения четких границ. Анализ понятия проводится через призму соотношения функций государства. Материалы и методы: материалами для исследования послужило российское законодательство, результаты теоретических и исторических трудов российских и зарубежных ученых, посвящённые исследованию внутренней безопасности. Методологическую основу работы составили исторический, сравнительный, системный, диахронный, ретроспективный, типологический методы, опирающиеся на принцип историзма. Результаты исследования: концепция разделения безопасности на внутреннюю и внешнюю обоснована юридически, функционально и институционально. Она охватывает правовые, организационные, технологические и социальные аспекты, являясь основой стабильности и развития личности общества и государства. Обсуждение и заключения: выделение внутренней безопасности в отдельную категорию безусловно важно, т.к. позволяет четко определить природу проблемы и помогает разработать адекватные меры противодействия.
Introduction: this article proposes a theoretical and methodological framework for understanding the concept of internal security and analyzing the relationship between internal, public, and state security. The problem of conceptualizing the concept of "internal security" lies in its multifaceted nature, dynamism, and the difficulty of defining clear boundaries. The concept is analyzed through the lens of the interrelationship between state functions. Materials and Methods: the materials for the study were Russian legislation, the results of theoretical and historical works of Russian and foreign scientists devoted to the study of internal security. The methodological basis of the work consists of historical, comparative, systematic, diachronic, retrospective, typological methods based on the principle of historicism. Results: the concept of dividing security into internal and external is legally, functionally, and institutionally substantiated. It encompasses legal, organizational, technological, and social aspects, serving as the foundation for the stability and development of society and the state. Discussion and Conclusions: isolating internal security as a separate category is undoubtedly important, as it allows for a clear definition of the nature of the problem and helps develop adequate countermeasures.
